Our performance framework

In UN Field Support, our mission is to help field operations succeed with support solutions that are rapid, effective, efficient and responsible. As we strive to meet the expectations of our clients and stakeholders, we are committed to continuously measure, review and improve our performance. For this purpose, we have introduced a scorecard based on 15 performance indicators that helps monitor our services to peacekeeping missions. This has significantly improved accountability and fostered transparency and comparability. We intend to expand and develop the indicator scorecard in consultation with clients, stakeholders and staff.

Greater Transparency, Accountability, and Comparability

Over the past years, UN Field Support has been working to strengthen its strategic foundations for the future. A Performance Framework was first introduced in the 2017/18 Secretary-General's results-based budgets (RBB) for peacekeeping missions and service centres. With the Framework, we aim to foster a shared understanding of what it means to do well and to identify performance gaps, progress and challenges. Key objective is to ensure performance is clearly defined, transparent and comparable. 

Performance Framework

The Framework has been established in collaboration with a wide range of stakeholders, including senior management in Headquarters and Directors and Chiefs of Mission Support (DMS/CMS) in peacekeeping missions. It takes into account the importance of different areas of operations based on their mandate, financial and reputational impact, and it reflects service areas with frequent audit observations, commitments in Senior Management Compacts and as captured in existing UN performance frameworks.

The Framework covers nine support areas with a core set of 15 indicators of achievement and targets. This represents a significant improvement from the past where the number of support indicators for each mission was typically limited to 3 measures that were not clearly defined and not comparable across missions. The Framework significantly improves accountability, fosters transparency and comparability across missions, and enhances dialogue with staff, clients and stakeholders.
