La mejora de la capacidad de las operaciones de paz se ha identificado como una de las áreas críticas en las que las Naciones Unidas y los Estados Miembros deben actuar. Esto se destacó en el informe de Dos Santos Cruz, "Mejora de la Seguridad del Personal de Mantenimiento de la Paz de las Naciones Unidas"; Resolución 2436 del Consejo de Seguridad (2018), la iniciativa "Acción para el Mantenimiento de la Paz"; y por el Secretario General (S/2017/1079): "Las operaciones más complejas y, a veces, peligrosas requieren comunicaciones reforzadas, conocimiento de la situación, interoperabilidad entre unidades y protección de la fuerza. Sin embargo, las capacidades especializadas y de alto rendimiento para el mantenimiento de la paz de las Naciones Unidas son escasas".
Es con el apoyo de nuestros socios que brindan experiencia en capacitación, tutoría, capacitadores, equipos, fondos extrapresupuestarios y otros recursos que la Academia C4ISR de las Naciones Unidas para Operaciones de Paz (UNCAP) continúa avanzando en la creación de capacidad de alto rendimiento sobre el terreno en el área especializada de C4ISR y tecnología de seguridad de campamentos.
La UNCAP representa un fuerte compromiso de los Países que aportan Contingentes y Países que aportan Fuerzas de Policía (CCT/PCC), así como el apoyo a los Estados Miembros y la Secretaría de las Naciones Unidas. Juntos, forman una "asociación triangular" en la que todas las partes interesadas comparten por igual la responsabilidad de cumplir las metas y objetivos del programa. Este concepto es un resultado directo de la Cumbre de Mantenimiento de la Paz de la ONU (2014). También se alinea con las recomendaciones del Grupo Independiente de Alto Nivel sobre las Operaciones de Paz de las Naciones Unidas (HIPPO, por sus siglas en inglés) de 2015 como un enfoque innovador para movilizar capacidades no formadas bien preparadas y equipadas.


Opportunities to Support UN Peacekeeping
The UN does not operate alone in any environment, and its success is often determined by the generosity of its supporters and its ability to maximize the impact of their contributions.
UNCAP provides many opportunities to support its work and programme objectives:
- Classroom-based courses at the Academy hub in Entebbe, Uganda, close to the epicentre of peacekeeping;
- Mobile training teams deployed in missions or at the TCC/PCC level;
- E-learning through self-paced courses;
- Virtual Instructor-Led Technology (VILT) through real-time, instructor-led remote learning.
