Accommodation (uniformed personnel) - This indicator reflects to what extent the UN is fulfilling its responsibilities to provide standard-compliant accommodation for uniformed personnel, in accordance with the MOUs signed between the UN and TCC/PCCs. Target: 100% of UN troop accommodation are standard-compliant.
Audit (board of auditors) - This indicator measures how many of the high-priority Board of Auditors (BOA) recommendations have been implemented during the financial year in which they were issued. Target: 100% of high-priority audit recommendations are implemented.
Aviation usage - This indicator reflects to what extent approved flight hours have been utilized during the reporting period (excluding search and rescue, medevac/casevac). The indicator measures whether missions have appropriately budgeted for required flight hours and have been able to use them. Target: between 90% and 110% of approved flight hours are utilized.
Cancelled prior-year financial obligations - This indicator reflects the proportion of cancelled prior-year budget obligations of all prior-fiscal-year/-period obligations that were carried forward. Target: less than 5% of prior-period obligations are carried forward are cancelled.
Deviation from demand plan - This indicator reflects the deviations in terms of quantity and time from those anticipated by the demand plan for a basket of critical items. The indicator is to help enhance the overall planning processes. Target: less than 20% deviate from demand plan in terms of planned quantities and timeliness of purchase.
Environmental management - This indicator reflects the overall score missions achieve on the Field Support Environmental Management Scorecard based on 5 main areas: energy, water and wastewater, solid waste, wider environmental mission impact, and environmental management systems. Target: the overall score on DFS Environmental Management scorecard is at least 100 points.
Field Occupational Safety Risk Management - This indicator measures to which extent missions comply with the DPKO/DFS Field Occupational Safety Risk Management (FOSRM) policy. The FOSRM policy aims to minimize occupational hazards and risks for mission personnel. Target: 100% of the FOSRM policy requirements are satisfied.
Gender balance (international staff) - This indicator reflects the proportion of international female civilian staff of all international as compared to all staff during the financial year. This indicator tracks the progress made towards reaching gender parity. Target: the target varies by mission and by year (see table 1).

Information and Communication Technology (ICT) incidents - The indicator reflects the timely resolution of ICT requests. Based on the iNeed client ticket resolution timeline, the percentage of ICT incidents resolved within established timelines and the established targets for high, medium and low criticality is tracked. Target: at least 85% of ICT incidents are resolved within the established targets for high, medium and low criticality.
Property management performance index - Based on the Property Management Performance Index, this indicator measures overall accountability and stewardship in the management of UN-owned equipment and assets. The index aggregates 20 individual indicators (KPIs) into one composite measure. Target: at least 1800 pts on the DFS Property Management Index (max: 2000 pts).
Rations service (uniformed personnel) - Rations account for more than $400 million spending per year. This indicator reflects to what extent vendors comply with the UN Rations Standards regarding quality, delivery timeline and stock management. Target: at least 95% of rations comply with UN Rations Standards.
Recruitment timeline (post-specific) - This indicator measures the average number of working days it took to select international candidates using the post-specific recruitment modality (PSJO), from closing of the job opening to candidate selection (regular recruitment process). Target: less than 130 working days for PSJO recruitment of international candidates.
Recruitment timeline (roster) - This indicator measures the average number of working days it took to select international candidates using the roster recruitment modality, from closing of the job opening to candidate selection (simplified recruitment process from pre-approved rosters). Target: less than 48 working days for roster recruitment of international candidates.
Recruitment modality (roster usage) - This indicator reflects the percentage of candidate selections made through the roster recruitment modality as a percentage of all international fixed terms selections made. Target: at least 85% of int'l selections through roster recruitment modality.
Vacancy rates - This indicator refers to the average number of vacant authorized posts as a proportion of all approved posts for international staff. The indicator measures to what extent the mission has been able to fill all authorized international posts in line with the budgeted vacancy factor. Target: at least 80% of approved vacancy factor in the mission and less than 120%. The vacancy factor varies by mission and by year (see table 2).
