تم تحديد تحسين قدرات القوات المشاركة في عمليات حفظ السلام باعتباره أحد المجالات الحاسمة التي يجب أن تعمل عليها الأمم المتحدة والدول الأعضاء. وقد تم إبراز ذلك في تقرير دوس سانتوس كروز المعنون "تحسين أمن قوات حفظ السلام التابعة للأمم المتحدةقرار مجلس الأمن رقم 2436 (2018) مبادرة "العمل من أجل حفظ السلام"؛ ومن قبل الأمين العام (S/2017/1079): "تتطلب العمليات الأكثر تعقيدًا والخطيرة في بعض الأحيان اتصالات معززة، وإدراكًا للأوضاع، وقابلية التشغيل البيني بين الوحدات وقوات حماية. ومع ذلك، هناك نقص في القدرات المتخصصة وعالية الأداء لعمليات الأمم المتحدة لحفظ السلام ".

بدعم من شركائنا الذين يقدمون الخبرة التدريبية والتوجيه والمدربين والمعدات والتمويل الإضافي والموارد الأخرى، تواصل أكاديمية الأمم المتحدة (C4ISR) لعمليات السلام (UNCAP) اتخاذ خطوات واسعة في بناء قدرات عالية الأداء في الأرض في مجالات تخصص (C4ISR) وتكنولوجيا أمن المعسكرات.

تمثل (UNCAP) التزامًا قويًا من جانب البلدان المساهمة بالجيش والشرطة (TCCs/PCCs) بالإضافة إلى دعم الدول الأعضاء والأمانة العامة للأمم المتحدة. وهم يشكلون معًا "شراكة ثلاثية" حيث يشترك كل أصحاب المصلحة بالتساوي في مسؤولية تحقيق أهداف البرنامج وغاياته. هذا المفهوم هو نتيجة مباشرة لقمة الأمم المتحدة لحفظ السلام لعام 2014. كما أنه يتماشى مع توصيات الهيئة المستقلة رفيعة المستوى المعنية بعمليات الأمم المتحدة للسلام (HIPPO) لعام 2015 كنهج مبتكر لتعبئة القدرات غير المشكّلة المعدة جيدًا والمجهزة.

Opportunities to Support UN Peacekeeping

The UN does not operate alone in any environment, and its success is often determined by the generosity of its supporters and its ability to maximize the impact of their contributions.

UNCAP provides many opportunities to support its work and programme objectives:

  • Classroom-based courses at the Academy hub in Entebbe, Uganda, close to the epicentre of peacekeeping;
  • Mobile training teams deployed in missions or at the TCC/PCC level;
  • E-learning through self-paced courses;
  • Virtual Instructor-Led Technology (VILT) through real-time, instructor-led remote learning.
